Thirty-three states provide a free online search for offenders within their jurisdiction through a website designed for use by the public. Each state is responsible to maintain its own independent web site. Variations exist in the design of the site, the search criteria, and the information presented for perusal. State freedom of information acts play a role in determining some of this.

It is important to note that the website may not work properly with certain browsers. In fact, the web pages may partially load onto your computer screen, but integral parts may be missing. If you encounter this difficulty, you may want to consider using a computer at a public library to complete your searches. In some cases, you won’t be able to tell because the missing information is minimal.

Some databases will contain information only on inmates who are currently incarcerated, paroled, or on probation within that state. Other sites also include inmates who are deceased, escaped, or no longer resident in the correctional system.

To acquire access to the database for inmates in the state of Kansas, use the following link: http://docnet.dc.state.ks.us/kasper2/. This public website is referred to as KASPER or Kansas Adult Supervised Population Electronic Repository.

This directs you to the disclaimer page for the Kansas Department of Correction offender search page. Individuals planning to use the website are expected to read and agree to the terms in the disclaimer statement. Once you do so, you can click the “offender search” button.

This will direct you to a new page that offers the following search criteria boxes: last name, first name, search aliases, display thumbnail photos, race, gender, birth date, age range, KDOC number, social security number, conviction county, parole supervision county, and CC supervision location. In order to begin a search, you are required to fill in only one search box. However, it is important to note that the more specific the information that you enter, the more defined your search will be.

The following categories contain drop down menu boxes for the convenience of the user: race, gender, conviction county, parole supervision county, and CC supervision location. Each of the options allows the user to select “all” as one of the choices. The birth date must be entered with a slash separating the month, day, and year. For example, the date March 31, 1978 would be entered as 3/31/1978. Single digits may be entered as single digits.

Once you have entered your data, select the search button. Your results will be generated in a few seconds on a new page. The results to your search are presented in a grid like chart. At the top of the chart, the following headings go from left to right: picture, KDOC#, name type, offender name, gender, race, birth, supervision, and source.

If you click on an inmate’s picture or on the inmate’s name, it will direct you to a new page containing information on the inmate. In the top right hand corner, the date and time that the website was last updated will be indicated. In the top left hand corner, the inmate’s true name is listed along with his or her KDOC number.

Directly below this is a small chart that contains each of the aliases and conviction names of the inmate. Directly below this chart is one that includes the true birth date and age of the inmate. Below this information, you will see a box labeled “current status” that includes not only the current status, but also the date discharged if this is the case.

A small chart lists the eye color, hair color, height, weight, gender, and race of the inmate. A conviction chart is included next. It is broken down into five categories including: county, case number, offense date, sentencing date, ACS, criminal conviction description, counts, crime severity level, and case status. One entry is included for each conviction that the inmate received.

The last chart that is included is one labeled “KDOC Physical Location History.” This is broken down into three separate categories including: location, movement date, and movement reason. One entry is included for each transfer or relocation the inmate received.

Once you are finished, you can close out the window on the inmate’s information. You will need to click the back browser from the original page of results to create a new search.
